Should extremely incurable virus similar to small pox be kept jailbird, or destroyed forever and disappeared extinct?

Small Pox killed millions when it have a huge outbreak, but no need to woryy, it is one held in a top payment facility in Russia and the Us, but could that be a problem to take in the wrong hand?
