HOWEVER, even though it be not CREATED as a biological weapon...it's being USED as a biological weapon. The west stood by and did nil in the 80s, and little afterwards, knowing damn powerfully that tens of millions of Africans would be infected and die as a result. The west wants Africa's resources, they enjoy no need of Africa's population.
That's only just my cynical opinion though...base on decades of studying history and how governments "judge."
