Just be sure you don't put cortisone on a significant nouns and that you don't cover the cut next to a bandaid; you can hold your attention too much of the medication systemically if you do any of those things. I usually apply near a q-tip, or if you use your finger, rinse out your hand up to that time and after application. :)

YES...But try to rub some benevolently into the nouns of the cut so it will numb it. It will work fine and relief the cut to alleviate also.
