I am strength training 2 times a week(ARMS AND CHEST ONLY),is that ample for muscle growth and strength?

I AM DOING MONDAYS YES, AND NO ON TUESDAYS AND WENDSDAYS AND YES ON THURDAYS AND NO ON FRIDAY SATURDAY AND SUNDAY FOR MUSCLE HEALING.

-I AM 16 YEARS OLD AND I WEIGH 196 POUNDS.
-I AM ABOUT 5'9
-AND I AM WORKING OUT FOR ABOUT 2 TO 2 1/2 HOURS

I WOULD ALSO LIKE TO KNOW IF I CAN GET FAST RESULTS WIITH THIS PROGRAM.THANK YOU IN ADVANCED!
